How a Steel Plant Reshapes Hertford County’s Housing Demand

A corner of the state that rarely draws big private capital just landed a second major steel employer.

US Forged Rings will build a specialty steel plant in Cofield, in rural Hertford County, pledging up to $875 million and 625 jobs, according to the North Carolina Governor’s office. Those jobs are the input. Workforce housing and neighborhood-serving retail demand are the output.

The Announcement

US Forged Rings is a U.S.-based specialty steel manufacturer, incorporated in 2022, that makes forged rings, tubular components, and large-diameter fabrications for nuclear and power generation, offshore wind, oil and gas, defense, and aerospace. The Cofield plant will rise beside Nucor Steel’s existing operation and run on a supply-chain partnership with it, sharing rail, power, and a regional steel workforce.

By the numbers:

  • 625 new full-time jobs across the first two phases, per the North Carolina Governor’s office
  • Up to $875 million in capital investment across a three-phase build
  • Specialty steel: forged rings, tubulars, and critical-service fabrications
  • Freight rail from CSX and the North Carolina & Virginia Railroad; power from Dominion Energy
  • Phased timeline; groundbreaking and hiring dates not yet disclosed

Who’s involved:

  • The North Carolina Governor’s office, which announced the project
  • The North Carolina Department of Commerce
  • US Forged Rings, the company building the plant
  • The North Carolina General Assembly and state legislative delegation
  • The Hertford County Board of Commissioners and county Economic Development Department

US Forged Rings framed the plant as reshoring: the investment will “bring good paying jobs back to America, substitute imports, lower dependency on foreign suppliers.”

Where Cofield Sits in Eastern NC

Cofield is a small community in Hertford County, in the Roanoke-Chowan corner of northeastern North Carolina. This is a rural county of roughly 21,000 residents, per the U.S. Census Bureau, with Ahoskie as its commercial hub and Winton as the county seat. It is not a market that sees private investment at this scale often. What makes it work for heavy manufacturing is already on the ground. Nucor has run a steel operation here since the 1990s, so an established steel workforce, freight rail, and industrial power are proven rather than promised. The new plant deepens a manufacturing base that has been building quietly for a generation.

What makes the location work:

  • Direct adjacency to Nucor, and a supply-chain partnership with it
  • An existing steel-trained workforce and industrial site history in the county
  • Freight rail via CSX and the NC & Virginia short line, sized for inbound plate and outbound components
  • Industrial power from Dominion Energy and developable land next to existing operations
  • North Carolina’s manufacturing climate and community-college workforce-training pipeline

Why We Watch Announcements Like This

We follow announcements like this because of what comes next:

  • New jobs draw new workers
  • New workers form new households, most rent first
  • Households need housing within a reasonable commute
  • Households need day-to-day services nearby: grocery, medical, fitness, restaurants, daycare
  • Workforce housing demand rises; neighborhood-serving retail rises with it
  • New development follows; new jobs follow that

Northeastern North Carolina has run this cycle slowly for years, anchored by Nucor. A second steel employer of this size is the strongest signal yet that the Roanoke-Chowan region’s next decade could look busier than its last.

Where the ripple lands:

  • Cofield and the nearby Hertford County towns: Ahoskie, Winton, Murfreesboro
  • The commuter shed in neighboring Bertie, Northampton, and Gates counties
  • The wider Roanoke-Chowan and northeastern NC region
  • Spillover toward the Hampton Roads, Virginia line, roughly 45 minutes north
  • The regional steel base anchored by Nucor, now with a second major producer

For patient capital, the appeal here is steady cash flow from workforce housing and neighborhood-serving retail in a market with real employers and real staying power, the kind of fundamentals that support capital preservation.
